OpticServers is a registered company in the United Kingdom and have been since September 2014. According to Joe they operate their own data center in London, but Surrey is close to Gatwick Airport which is a bit outside of London. Still, the latency to London should be really low. DDoS protection is shared amongst all users, meaning that the 40Gbps attack capacity is not available exclusively to just one VPS. With the unmetered traffic, I have to say this is quite a unique offer, especially at this price point. If you do give them a shot, please let us know how it goes!

evoBurst is a registered company in Australia and has been registered since October 2014. They've quickly gained quite some following and attention with their amazing offers. I can even attest to the quality of BudgetVZ as I quite happily use one of those machines myself for VPS and it's rock-solid. The locations vary between the brands, as do the IPv6 subnet allocations, and the host nodes. All nodes have at least RAID1, some may have RAID10, and a 1Gbps uplink. You'll likely be able to select the location during ordering. Host nodes have disks in RAID10 and a 1Gbps uplink, so the 10Mbps unmetered that comes with these VPS seems quite sustainable.
