FastVPS Eesti has been around since 2006 and is a registered company in Estonia. According to the ticket, this offers is available in Atlanta, Georgia, USA in addition to Estonia. You'll likely be able to select the location during ordering. Host nodes have disks in RAID10 and a 1Gbps uplink, so the 10Mbps unmetered that comes with these VPS seems quite sustainable.
