We listed Vstoike.ru for the first time as a surprise post, without them knowing it. They caught the bug though and now send in offers regularly. These still are some of the cheapest offers I've seen so far in Russia. These VPS are hosted on modern hardware with Intel Xeon CPUs. All hardware and even the data center is Saint Petersburg is owned by Vstoike. They also have their own IPs and uplinks and provide 24×7 support. They have quite a comprehensive website, though it's completely in Russian so you'd need to use an online translation tool to read it if you don't speak any Russian. IPv6 comes standard with these machines. They seem to be using SolusVM as a control panel. The default port speed is 100Mbps, but it may be upgraded for a fee to either 1Gbps or 10Gbps.
